yes is the cops job to solve crimes.
you kept talking about cops STOPPING crime.
they cant. (in most cases)
they can only pick up the pieces in most cases.
dont you agree, or understand that?
if they have no evidence they cant solve them, period. and if witnesses wont come forward, you cant expect the cops to be able to do that. sure we can debate for ever whether its rigth or wrong that people wont come forward, and how to solve that problem. the reality however, is that as long as criminals are able to intimidate people (and they always will be able to if those people are weak... but we cant change that either) there will be situations where they wont come forward out of fear for their own safety.
it sounds to me like you misinterpreted what you wrote.
stopping crime and solving crime are two different things.
