Well its hard to say if the effort was delayed. Because maybe relief was on the way but conditions were far worse than what they had expected and there for could not get to those who needed help.

With that being said if I were the Prez I would have sent out the troops ASAP no matter the cost. Because you have to make sure you take care of your own Country and its people.
