Justice Minister Irwin Cotler yesterday tabled proposed changes to the Criminal Code that will make it illegal to tamper with vehicle identification numbers. He also forwarded plans to stiffen penalties for street racing -- both ideas championed by Chuck Cadman, an Independent MP who died of cancer this summer.

"Both of these initiatives that we tabled today are intended to protect public safety," Cotler said. "Both are intended to protect the rights of victims, and both reflect the concerns and the commitments of the Honourable Chuck Cadman and are intended as well as an appropriate tribute to his legacy."

TRIBUTE

Yesterday, the House of Commons paid tribute to Cadman and honoured him with a minute's silence.

Cotler said there have been "numerous instances" where participants and innocent bystanders have been killed or injured due to street racing. Proposed changes would make it an aggravating factor in sentencing and ensure a mandatory driving ban.

The other change targets organized car theft by making it an offence to smudge, remove or change a vehicle identification number.

Well I feel safer now that the feds will be spending my tax money on cracking down on streetracing & chopshops. This is retarded, 60 something people killed this year in cold blood and they want to crack down on streetracing & chop shops...

ya seriously... with all the murders going up in Toronto each year exponentially, they want to spend the money on street racing. Not to mention the fact that most innocent bystanders that are killed are killed from speeders that cops just label as "street racers" to gain public support to go after us young guys who just want a neat looking car. I've had a heavily modified integra for 4 years (took some awards at ImportFest and Performance World) and ive never raced or had a speeding ticket, yet I have to pay the price of being shunned upon by the general public because cops like to put the blame where it shouldnt go. Cops have created a stererotype in the general public's mind by inflating the death rates and causes of deaths by "street racers". Meanwhile i bet more than half the deaths that occur come from old retarded drivers who cops report as "street racers" again just to gain public support for their stupid programs like PACER and stuff. im sick of it. actually sick to the point I sold my Integra last year and just forgot about this crap. Ill buy a nice car when i can afford to pay a mimum of 2 senseless tickets a month (excessive noise, sound pollution, etc...) you know, all the tickets that dont actually mean anything other than a backlog to our court systems and a huge HUGE waste of our precious tax dollars. I will stop rambling now. -Dave

Years ago it was stangs getting chopped, now imports... That'll never stop. That is why we pay insurance.... errr.. the bigger crooks.

Street Racing will continue. Police can’t be everywhere, they will continue to chase both chop shops and street racers for years to come. Only thing i see changing is the penalties.

The media writes anything that will sell papers. They will fabricate and twist the truth.

Its a tiring hearing all the BS the papers spew. Cops take less action when they arrive at a street race than they do when they show up at timmies and start harassing people. They cry about people taking it to the track, and when people do they harass you there. Lose / Lose situation. It's all BS but what can the enthusiast do except bend over

Just to let you know. There are alot of cars being stolen and their parts used for the known street racing type cars. These are the Honda, Integras and V.Ws. The towing company I used to work for would recovered atleast 1 car a month that was striped for its parts.We even recovered some cars that had stolen parts in them too. These were simular vehicles to what a know street racer may use for street racing. So I can see where they can confuse the 2. What they fail to realise is not all stolen cars are used for parts in street racers and not all street racers are car theives.

I know... my best friend had his 2000 Civic SiR stolen right off his driveway in the middle of the night. All kinds of cars get stolen for parts. So I agree that there should be tougher penalties for thieves. I never said that shouldnt be the case. But what I do think is that the people who drive the cars themselves - as long as they arent doing anything wrong they shouldnt receive tickets for anything - especially sound pollution. Those god damn Harley Davidson motorcycles are 5 times louder than any honda with a muffler. but anyway I agree with the media comment above. Everyone just wants a headline for their news story and if it bleeds it leads.

But i cant tell you how my blood just boils when im pulled over for no reason at all just to be harrassed - and i end up playing a nice guy when deep down i just want to tear that pig a new anus. - not that all cops are pigs but I mean come on harrassment is harrassment and cops should not abuse their power. Were they not all young and fun loving with their cars at one point?? guess not. or guess they just cant handle the power they have. ya, thats what it is.

Yup, they do. They want to make public enemy number one. Make us out to be worst then drug dealers,thugs, murderers and mob members. At this rate, the cops will stop staking out the drug dealers and mafia and start staking out the guy who drives an Import now. They will think he is up to something worst then killing.

Whats going to be next, a monthly inspection of all cars to see if there is stolen parts on it or if there is melted rubber in the wheel wells from doing a burn out??
