Need Advice: Honda Window Regulator

Hey gang. Funny how your window jams when it rains.

Anyhow, has anyone ever had a problem with their passenger side power window regulators (specifically on 99 and 00 civics)? My window is jammed and the motor makes no noise at all when the switch is hit (both on the drivers side and passenger side). Before u guys jump to conclusions, YES the child window lock is off. I've already done my volt tests in all the wires and have checked all fuses. I'm pretty sure that its one of two problems:

1. the window regulator motor has died (cause its still getting electrical current) OR
2. something is jammed in the regulator arms

Regulator set up looks like this:


Because the window is only open about 3 inches, I can't get a firm grip on the rails with my tools. Anyone have suggestions for the this?

remove the door skin and take a look shouldnt take too long.

Done and done. Electrical tests are done. Power is going to the window motor but motor appears to be dead. The problem is that to remove the motor, the window must be lowered to the bottom first (in order to get to the access holes in the door). A friend suggests unbolting the motor in order to lower the entire set up (including the window). I'll keep you posted.
